Test Elastic Limits by Overriding the Asynchronous Apex Job Limit in Nonproduction Orgs

In a sandbox, Developer Edition, or scratch org you can now set 'Asynchronous Apex job limit override for nonproduction orgs' (in Apex Settings or via the ApexSettings Metadata type) to a value below your standard limit, so elastic processing triggers sooner and you can observe async job behavior before enabling elastic limits in production. With elastic limits on, the elastic limit becomes twice the override or your licensed standard limit, whichever is lower.
