Turn on CDN for All Lightning App Static Resources

A new Session Settings option extends the Lightning Component framework CDN to serve every static resource for your Lightning apps, where previously only static resources for Lightning pages were served from the CDN. Turning it on can reduce load time for custom apps that ship large static assets. Enable 'Serve all Lightning app static resources through CDN' under Setup > Security > Session Settings.
