Unblock Connected App OAuth Installations in Pre-2018 Developer Orgs
Users can now install connected apps via the OAuth flow in Developer Edition orgs created before 2018. The Approve Uninstalled Connected Apps user permission is added to the org automatically; assign it to the users, profiles, or permission sets that need to perform installs.
